Income per person in Turkey was about $15,900 in 2024 against $53,300 in the UK, and the lira has lost roughly 95% of its value against the dollar since 2012. All-inclusive cosmetic surgery packages bundle that saving with a hotel and transfers. Our three Istanbul eye surgeons give one written price; hotel is separate.

Why is surgery cheaper in Turkey?

Surgery in Turkey is cheaper because most of what a hospital pays for is local: salaries, premises, utilities and living costs. In Turkey all of these are priced in a currency that has fallen sharply, in an economy where incomes are lower. The operation itself, the surgeon’s skill and the safety checks are not what is being discounted. A much weaker currency. According to World Bank figures, the official exchange rate went from 1.80 lira per US dollar in 2012 to 16.55 in 2022 and 32.81 in 2024. In dollar terms the lira lost about 95% of its value. A patient from the UK, Germany or the USA pays in a strong currency for goods and services that are priced in lira.

2. Lower wages and living costs. The consumer price level row above, which we calculated from the World Bank’s purchasing-power conversion factor and the official exchange rate, says that everyday goods and services in Turkey cost about 38% of the US level in 2024, against about 88% in the UK and 76% in Germany. Nurses, technicians, receptionists, cleaners and theatre staff, and the buildings they work in, cost a clinic less to employ and run. In an operation where staffing and premises make up much of the bill, that matters.

3. A health system built on lower spending. Turkey spent $386 per person on health in 2022 compared with $5,112 in the UK and $12,586 in the USA. Even after adjusting for local prices, spending was about a fifth of the UK’s. Private clinics that treat international patients operate in the same price environment.

4. Equipment costs about the same, so the saving is in labour, premises and margin. Lasers, surgical microscopes and lenses are generally imported and priced in euros or dollars, so a weak lira does not make them proportionally cheaper. That is why the saving on a procedure is typically 50–70% rather than 95%, and why a package that is too cheap deserves a closer look (see the checklist below).

Two further factors apply in a market that serves patients from abroad: clinics compete with one another for the same international patients, and one bundled price is usual. Neither is a reason for lower safety, but neither is a guarantee of it either.

Does a cheaper price mean lower quality?

No, but the price tells you nothing about quality either way. What decides your result is who operates, how carefully your eyes are examined first, what technology is used and what happens afterwards.

For eye surgery, the questions that matter are the same in London, Frankfurt or Istanbul:

Who is the surgeon, what is their specialty and how often do they do your procedure?

Was your eye fully examined and scanned before anyone talked about a date?

What happens if there is a complication, and who will see you?

At Laser Istanbul Clinic the answers are simple. Cataracts are different: the NHS does provide the operation, but about 650,000 people are waiting for it, with a median wait of 41 weeks, and the NHS does not pay for premium lenses or laser vision correction. Its travel advice for Turkey, checked on 7 October 2026, says: “We are aware of 7 British nationals having died in Turkey in 2025 following medical procedures.” The advice does not say which procedures these were, how many British people had procedures that year or what the health of each person was, so the figure cannot be turned into a risk rate or a statement about eye surgery. It recommends that you discuss your plans with your UK doctor, dentist or clinician before going ahead, and it notes that the standard of facilities and treatment varies widely between and within countries. It also says that European and UK health insurance cards are not valid in Turkey, so private medical insurance is essential.

That advice is sensible anywhere. The British Association of Aesthetic Plastic Surgeons (BAAPS) lists these risks in cosmetic surgery abroad in general, not only in Turkey:

limited or no follow-up once you are home, and patients who meet their surgeon for the first time on the day of the operation

extra costs for travel, accommodation and any corrective surgery

holiday travel insurance that often excludes complications of surgery

a higher risk of deep vein thrombosis (blood clots) when surgery is combined with a holiday

Why eye surgery is different from the stories you read

Most “Turkey surgery gone wrong” and “Turkey surgery deaths” stories are about large cosmetic operations on the body, often several at once and under general anaesthetic. Eye surgery is a different kind of operation, and the sources say so:

Cataract surgery is usually done under local anaesthetic, using eye drops, an injection or both. The NHS says the operation usually takes 20 to 45 minutes, you go home the same day, and serious complications are rare.

Eyelid surgery can be done under local or general anaesthetic and takes 45 minutes to 2.5 hours, and most patients go home the same day, according to the NHS. Rare but serious risks include vision problems, uneven eyes and a drooping lower lid, along with a small risk of bleeding, infection and blood clots.

Lower risk is not no risk, and every operation can have complications. Our surgeons operate in a fully equipped, Ministry of Health–licensed operating theatre in Istanbul, and the examination before surgery exists partly so that we can tell you “no” if the operation is not right for you.

What about reviews, and “gone wrong” stories?

Read reviews and negative stories for patterns, not for headlines. For urgent symptoms such as worsening pain, increasing redness, a sudden drop in vision or discharge, go to your nearest eye emergency service the same day and contact your coordinator.

How to choose a surgery package in Turkey safely

Use this checklist before you pay a deposit for any package, whoever offers it:

      Ask who operates

You should get the surgeon’s full name, title and specialty in writing before you book, not “a specialist from our team”.

Ask for a proper examination first

For eye surgery this means scans and measurements, not just a questionnaire.
